What a mint screen is for
Mint is a pale green with all three subpixels active and green dominant. Pale tints like this reveal color banding better than saturated ones, because the steps between shades are small enough to become visible as stripes.
A pale green, and the pastel effect
Mint is green mixed with a large amount of white, which on a display means the green subpixel high with red and blue also raised substantially. Adding white in this way is what makes a pastel: the hue survives while the saturation drops, and the result reads as gentle where the saturated version reads as insistent. Because green carries most of a screen's perceived brightness, mint ends up unusually bright for a pastel, closer to white in light output than a pale pink or blue at the same nominal saturation.
Where pale greens are used, and why
Pale greens are common in hospitals, clinics and older institutional buildings, chosen partly for the same afterimage reasoning that put surgeons in teal, and partly because they are quiet enough to sit in a room for years without becoming tiring. The wider claims about green being calming are weak: the evidence for specific colours reliably changing mood is far thinner than popular accounts suggest, and lightness and saturation appear to matter more than hue.

Mint is a light colour, so dark text sits on it comfortably and white text does not, and mint on white has too little contrast to be usable for anything that has to be read. As a background it behaves much like an off-white with a tint, giving most of the brightness of a pale field with a little more character.
